Retrofitting Neighbourhoods

The aim of this study is to identify the barriers to retrofitting at scale for those who own their own homes and determine whether mechanisms or tools can be made available to remove those barriers.

Does a grass-roots approach to retrofit have a role to play in delivering the 1.35m homes a year required to combat global warming? Could community-scale retrofit projects lesser the burden on individual home-owners and create economies of scales and scope?
